Mission Antyodaya (MA) is a national initiative of the Government of India designed to assess the socio-economic and development status of every Gram Panchayat. Through an annual survey, it captures detailed information on infrastructure, human development, livelihoods, natural resource management, public service delivery, and local governance systems.
For states like Tamil Nadu—where local governments play a crucial role in service delivery—the Mission Antyodaya survey provides a powerful evidence base for identifying development gaps and planning targeted interventions.
At RACLD, we analysed the latest Mission Antyodaya dataset for Tamil Nadu to generate structured, actionable insights at the Gram Panchayat level. The purpose of this analysis is to help citizens, researchers, planners, and local governments understand where progress is being made and where critical deficits persist, thereby strengthening democratic accountability and supporting informed decision-making.
Here, we analyse indicators related to education, health, nutrition, social security, and inclusion of marginalised groups.
The objective is to highlight gaps that directly affect the quality of life, especially for vulnerable households such as SC/ST communities, women, differently-abled persons, and elderly populations.
This section examines the availability and functionality of basic public services such as schools, anganwadis, health centres, veterinary care, libraries, hostels, and welfare institutions.
By comparing service density with population needs, the analysis shows where public services are under-equipped or unevenly distributed.
This analysis evaluates the status of essential village-level infrastructure, including roads, housing, sanitation, drinking water, public buildings, connectivity facilities, and community assets.
The index highlights disparities across rural Tamil Nadu, helping identify Panchayats where infrastructure deficits remain a barrier to development and livelihoods.
This analysis looks at the employment landscape of each Panchayat, including agriculture-based livelihoods, non-farm employment, skill levels, self-help group activities, and access to credit and financial services.
The insights support evidence-based livelihood planning, skill development strategies, and rural enterprise creation.
This section evaluates land use patterns, water bodies, irrigation sources, soil conservation efforts, forest resources, and community-based natural resource management systems.
The findings are especially relevant for Gram Panchayat Development Plans (GPDPs), composite water resource planning, and climate-resilience initiatives.

Through this Mission Antyodaya dataset analysis, RACLD aims to make rural development data accessible, interpretable, and actionable for citizens, researchers, local governments, and civil society. By transforming raw survey information into meaningful insights, we reinforce the democratic principle that development is most effective when communities are informed, involved, and empowered.
